Fully fund the city’s climate plan

Climate planning continued, but the reviewed financial analysis does not establish full funding.

Partial

The original commitment

Fully fund TransformTO and support climate adaptation.

Documented: 2023 campaign; pledge documented June 2023. Pledge organiser’s signatory record and contemporary platform assessment.

What would count as delivery?

A funded implementation pathway for the climate plan; assess emissions reductions separately.

Delivered — but when?

2023 campaign deadline: No specific completion deadline established in the reviewed 2023 campaign record.

Actual milestone: Full milestone delivery not established. See the record for partial actions.

Late against the campaign deadline? Not assessable from the reviewed campaign deadline evidence.

Project schedule comparison: No comparable project deadline assessment established in this review.

What the record shows

  1. The 2026–2030 action-plan report tied implementation to future budgets and identified the need for other-government support.

  2. The City’s current TransformTO page describes the ongoing action plan.

Action ≠ outcome

The 2025 report warned that the trajectory would miss the 2025 and 2030 emissions targets. A plan or funding announcement is not evidence of achieved emissions reductions.

Qualifications & shared responsibility

Council budgets and provincial/federal policy are essential. The report’s forecast is not a final emissions inventory, and city-wide emissions are not controlled solely by the mayor.
